Vanity Plate Earns A Man 20,000 in Tickets - Thats Just Wrong

A DC man purchases a Vanity Plate saying (No Tags) and he is charged with 20,000 in tickets. Give me a break. They should charge the maker of the plate for allowing him to use those words.
